Got a 1993 civic with a d15 its got no fuel and no Spark. Main relay clicks once but not again. Check engine light stays on. I've checked the pins for power I have 12v consistent and 12v keyed. New main and distributor all the fuses are good and have good power

 

I have checked all grounds and cleaned them all. I was leaning towards ecu but wanted to ask first. I have been reading and doing all the checks I find and everything tests good
