Please help 2001 civic no start condition
 
Hi, I am brand new to this forum. I would love and appreciate any and all help with my NO START condition. My Civic has 235,000 miles on it. It would not start and the only code that I found with the loaner scanner that I used was a generic P0001 - Fuel Pump Regulator Open Circuit. I could hear the existing original fuel pump running. But, since the miles were pretty high and the fuel pump, filter and regulator are all part of the assembly/pump, I just replaced the whole fuel pump assembly (accessed it under the back seat). Unfortunately, I still have a no start condition. If I use starter fluid in the air intake, the car WILL start. I have checked every fuse under the dash on the driver side. I've also checked the fuel related fuse under the hood. I CAN hear the new replacement fuel pump running.
I don't know if it's possible that the PGM-FI relay separately sends a signal to the fuel pump and the regulator within the assembly. To me, since it will start with starter fluid, it would have to be a fuel problem. I'm getting spark or it wouldn't start. But, to be sure, I also checked the power side of the fuel injector plugs for power and they showed power. I purchased a fuel pressure test kit. But, I couldn't find any place to hook it up. Any help/ideas on what the problem is would be greatly appreciated!
