Locks are easy to get done. Any car alarm installing business will do it. They typically charge $50 a door and $100 in parts. You'll need to get a keyless entry device though or something so that it has a control box... you might as well get an alarm.

Windows can be done, you just get all the parts (regulators, motors, control box, switches) and then wire it all up. It's a little more complicated than the locks though, and there aren't really any shops that do that. The only shop I could think of that would do that is a shop owned by a Honda enthusiast, such as this one shop where I live... the guy does a lot of custom Honda stuff (really good work). The only way someone would able to do that is if they were familiar with the car at hand.

I put power windows and locks in an '06 F150 recently with a universal kit from Ebay. Everything is mounted behind the door panel and they include plugs where the crank used to be but I mounted extra speakers there instead to look better. I'm sure there is less room behind a Civic door but it's still possible. Cost was like $80 for everything. Do a search for "power window kit" on ebaymotors. That plug is where I f'd up and drilled in the wrong spot for the lock switch so measure twice before cutting and drilling.
