Default question about piggyback and chips

i have a 94 civic hb vx "vtec-e" and i just wanted to know more about the whole "piggy back" thing does it really work what exactly does it do and can i make my own.also i want to chip my p28 ecu because my rev limit is 5500 my 91 hatch "dual point" went 6500. also about 2 yrs. ago when i lived in fla. i put a 92-95 ex intake/exhaust manifold on my friends 92 hb vx "vtec-e" car and it made a huge difference u could fill vtec kick in at 4400 and it felt like a dohc seriously.
whats a good/cheap chip to buy and can i put in myself. i very mechnicly inclined and do alot of swaps and mods, turbos, converting dpfi to mpfi and nonvtec to vtec.
just let me know thanks.
