rear bumper is too high on my 97 civic ex compared to front and sides. does anyone else agree?

from what I researched I understand that you can swap for a 99-00 rear bumper, which has a little lip that might even the rest out.

has anyone experienced this?

not sure if this is stock but this is what I meant, as you can see the rear bumper comes back out a bit. would I run any problems trying to install this bumper on my car?

 

Notice how the front hangs lower too? The white car has a lip kit.

 

Yeah the white car has extra trim added to it all the way around. If you ignore the extra piece on the bottom, the basic bumper is the same as the black car.
