Default Tail lights are not working the right way

Ok so on my 94 civic sedan I have an issue with tail lights at night. When I turn the stalk to the parking lights all the lights work on the tail light and the light on my dash works. When I turn my headlights on the tail lights won't turn on. They only light up when I touch the brake. Also my dash is completely out when I turn the stalk to the headlights. All of the fuses look good. Anybody have an idea what that would be? Any help is much appreciated

Sounds like a bad light switch. The tail light circuit should be closed in both positions.

Where's the switch? I have a parts car that I'm swapping parts over from?

In the column at the base of the turn signal lever, it's integrated with the turn signal switch. You replace the whole lever and switch as one piece.

It's referred to as the Combination Switch. If you get a used one, I suggest cleaning it first. Check the DIYs for the write up.
