Default 94 EX cruise control problems

I just bought my 94 civic EX and the cruise control doesn't work. The light on the button lights up but when I go to set the speed, nothing happens. No light on the cluster, nothing. I did the search on here and I checked all the fuses someone said to check on the post (can't remember which one) and also replaced the cruise control motor under the hood (the black box with the cable going to the gas pedal). Also checked the clutch switch, and borrowed my friends switch out of his 2000 civic ex (which his works), to be sure that it wasn't the problem.
So what would be the next thing that usually goes out on the cruise control on these cars? I don't want to replace every component of the cruise control system, if I don't have to.
Replies are greatly appreciated

Hate to bump such an old thread, but I am having the same issue (cruise not working), and did not want to start a new thread. The light on the dash button comes on when pressed, but when I try to engage the cruise by hitting the set button on the steering wheel the light comes on in the cluster, then flickers a few times then turns off. I have checked all of the fuses, and I am pretty sure that my clock spring is still good because the horn still works. My 2000 EX is an auto (so there is no clutch pedal cancel switch like the above posters' issue with the stopper).

Sometimes the SRS light in the cluster comes on, them goes off on occasion. This may or may not be related, but a clock spring issue might
