Timing belt melted

Timing belt melted
I have a 1990 Honda Civic DX with the 1.5 engine. Recently we got stranded in traffic. The engine quit running but would still turn over. We read some of the replies in the forum here. The replies helped us to locate the problem. What happened is the timing belt looks like it melted. The cleats on the belt are still in the grooves on the cam sprocket but the belt is melted down hardly anything. Could the tensioner be the problem or could there be other things that could have caused the timing belt to melt? We are asking your help because we are not very good at mechanics. Thank you for your help.

RE: Timing belt melted
to make trouble shooting easier - take out the spark plugs, and put the car in neutral (make sure the wheels are blocked good) and turn the crankshaft counterclockwise. i guess you have the rocker arm (valve) cover off. can you turn it ?
put a socket on the nut holding the camshaft on, and see if you can turn it counterclockwise ??
