timing belt tensioner adjustment
 

I'm almost done my mini me, but i couldnt finish last night because I cant get the timing belt back on.

Is there a way to loosen the timing belt tensioner without taking the lower timing belt cover off?

In my haynes manual is says there is a bolt below the engine mount to adjust the tensioner, but i cannot feel or see any bolt down there.
