Default HELP!!!! 99 civic wont crank good starter

its a 1999 ex 1.6 manual and i can push start it or jump the solenoid and it will run all day until i shut off the key. im not getting any power to my clutch safety switch or my solenoid wire to engage the starter. ive checked fuses and relays. with the key in the run position i have 12 volts all on contacts of the ignition switch connector that is on the steering column except one and if i turn the key to the start position i get 12 volts there. so power if leaving the ignition right?? what am i missing?? plz help guys im trying to love this honda. help me love is guys lol
