Upstream & Downstream O2 Sensors the Same?

This is a repost that I put up earlier in the week; but I've only gotte one response since then. I'm resubmitting so that I can hear from more people. Anyways, here goes.

Just this recently, while I was shopping for O2 sensors for my 98 Honda Civic CX, I came upon a description for oxygen sensors from RockAuto.com for $20.00. Within the description it mentioned both upstream or downstream so initially, I thought that this was a universal O2 sensor.

Instead, what I was told was that the O2 sensors required for my Honda Civic aren't that at specific, wheres I could merely buy two oxygen sensors, and stick them anywhere, whether before or after the converter. However, being the diligent person that I am, this didn't seem right to me.

I'd rather not experience any headaches, so I defer to the forum for everyone's opinion on this matter.

In closing the manufacute is APWI and the Part # is AP4160
