Voltage at fuse 31
 
I'm troubleshooting a crank no start problem with my 2000 civic. I'm using the service manual troubleshooting guides and I'm at the point where I test for battery voltage at PGM-FI pin 2. Thus traces back to the ignition switch via fuse 31. I'm getting 10vdc instead of the 12.8vdc that the battery itself shows. Would this be a bad ignition switch and how would I confirm that?
