Do you mean the grille on the front bumper? You got to take the front bumper off to get to it, then unscrew the grille from the bumper. Look at forty's DIY on it, also go to honda-tech.com if you need a DIY on painting them---> http://honda-tech.com/zerothread/642479.
You could do it without taking the bumper off I guess but your saying that you want to justpaint theblack partinside of the grille, around the 'H' emblem? what color are you going to paint it?

If your going to cut the vent inside the grille out your going to need a dremel with a cutting blade on it. I would def recommend taking the bumper off and taking the grille out of it first befor hacking into it.

For cleaning out your engine bay, the distributor is the plastic cap with your plug wires in it which go to your spark plugs. Also don't use a high pressured hose when you do it. My dad does but I would never on my car. For seafety reasons I would cover the wires and filter first.

It will look sort of like this tilted to the side, except it will be grey instead of blue......maybe black but pretty sure grey on urs.
