Default 2003 Honda Civic Lx problems help

2003 Honda Civic Lx (5 speed) idles fine but when I rev it up it wants to cut out. It has no power and doesn’t wanna pick up speed. Check engine light is on and has stayed on. I try to read codes on it and it says linking error. I’ve tried 3 different obd2 readers and they all work on different vehicles but won’t link with mine. The one at o’Reillys won’t even link. Not sure what to do at this point, I’ve replaced a lot and still have had no luck. Also the rpm guage and temperature gauge doesn’t work.

multiple problems that could be linked to a bad ecu and no scanner can communicate with the ecu? my first thought is a failing ecu or a problem with the wiring for the ecu. i dont think there's a way to test the ecu and im not sure on the ecu pinout to test voltages.

If there was a problem with the wiring would it still get power to the obd2 reader?

the obd2 readers are supplied 12v from the vehicle. if the reader is turning on at all it getting power from there its connected directly to the ecu.
