Default Heating issue

i have a 2000 Honda Civic EX that has a heater issue. All year it blows warm air and during the winter it will not generate enough heat to keep it warm. Since these vehicles, or at leat I thought, have great heaters I was wondering what the problem?s) might be? Any assistance would be reatly appreciated.

Coolant level is good. I'm going to flush the system and see if that helps. Is there a water type valve inline with the heater hose? Could this be an issue?

it will be getting cold soon and it would be great to solve this little issue that I have. Is the heater core behind the dash or on the firewall of the car? Is this something a DIY could do? Are there sites with step by step directions? any help would be great
