Just bought a 2001 Civic LX 4dr with 91600 miles today. Pretty pleased; I got a really good deal ($6000). The car appears to be in immaculate condition with nothing but a few minor scratches. I never thought I'd end up driving a Civic, but my impression has completely changed since driving this car.
I noticed that when the engine picks up at low speeds, there's a high pitched whistling noise. It sounds a lot like a turbo, but I'm sure its not. Has anyone else heard this noise?

The air filter is stock (though it probably needs replacing as well).
A local mechanic will replace the timing belt for $275. That seems like a bit much; according to Froogle, I can get a belt for as cheap as $12.08. What should I expect a mechanic to charge? Is the belt something a rather inexperienced person such as myself should attempt to change?
