just the halos don't work or nothing does?

If it's the halos... check the wires, make sure you have good connections with whatever they're attached to.

If it's the headlights... make sure that you really plug the harness into the factory plug so it won't come back out.

pretty much the whole thing is busted, they work when they want to. i'll just rewire it all later and see if that helps. wire systems are my downfall, anything else is cake..

I'll second that... I have these lame fake carbon fiber lookin tails that were on the car when I bought it. I noticed not long after buying it that they leak like mad and water was getting into the trunk. I checked the gaskets on them and made sure they were tight and they still leaked... so I siliconed the suspect spot that water would come into them... they still leaked. They don't fit right at all and are made up of like 6 pieces so I had to silicone the crap out of every single plastic join and finally they aren't leaking now. Mind you now they look like crap cause there's silicone all over em' but at least they don't leak. I need to find some replacements and I'm thinking about just going back to stock considering I've heard that many of the aftermarkets are made like crap. If anyone has some good tails on their 99 Civic Hatch that they would recommend, let me know... or anyone who wants to get rid of their stock ones drop me a line.

BEWARE OF CRAP AFTERMARKET LIGHTS.!!
