Spinning Noise from Blower Motor

Spinning Noise from Blower Motor
Hello All,
I hope someone can help me on this. I have bought a 2015 Honda Civic (Touring Series) 1 month ago. I have been noticing one thing since when I bought the car, every time I turn on AC or Heating I am getting spinning noise coming from the blower motor especially when the fan speed set at the lowest. That noise is very much audible inside the car. I used to drive 2008 Honda accord and that car was very quite while driving, I thought when I am buying the new Civic it would be fully quite from inside but now I realize it’s not.
When I took my car to the dealership service centre they told me even though I bought the high end Honda Civic but in compare to Accord, civic is not insulated properly and the Blower motor in 2013 – 2015 installed just underneath of the Dashboard cabinet and that is why the spinning noise is very much audible inside the car especially at lower fan speed.
Can anyone tell me are they talking sense? The technician even took me to his car and he is driving 2013 Honda Civic and I can hear the same noise coming from his car as well.
Please advice. Thank you.
