There are a couple of reasons you could be hearing this noise.

1) You have directional tires and if you did a cross rotation then the tires could be on the wrong side and thus leading to the noise.

2) One or more of your tires are out of balance (weights could have come off during rotation) which is causing the road noise.

^^That is a good place to start.

I would also suggest to put the wheels back to where they were and see if the noise goes away.

If it does go away, I would look behind the wheel and see if anything is visibly loose which could be rubbing against the wheel.

Does the noise change when revving the motor at idle, or only when moving?

the noise does go away when i put them back.I see no signs of rubbing. Its not an engine noise its definetly tire related.I see no arrows that would make them dirrectional tires,,,they are stock tires.
