Looking through the stage1 and 2 upgrades for the JR supercharger and noticed it says the kit is CARB approved but not the upgrades .. what exactly does this mean.. and does it affect emissions??

More boost = more emmissions I guess. They are not gonna check the pulley when you go get smog.

The JR kit is approved and supposidly safe for the environment. With a stage 2 or stage 3 you are increasing exhaust emissions and heat that generate more smog than "allowed". Also, like said. If you dont live in CA they really dont check, but tecnically it is not street legal.

a 20? hahahaha! last guy I knew of that would even let anything slide was over 200 bucks. and thats just smog. If you have an aftermarket SC, they are going to send you to the Referee, and there is no such thing as "letting it slide" there. but if youre not in cali, it doesnt matter. C.A.R.B. stands for California Air Resources Board, so the laws concerning it, dont concern any other states.
