I'm not sure about the oil but as for the gas mileage it will be higher as long as u stay out of boost, if you go into boost it will be worse.

I just throw standard 10w30 into my car, nothing special really. As for gas mileage, it all depends on how well you tune it. If your tuning is good, you'll get half decent gas mileage. I get around 28mpg or so in my car.

a couple more questions.at what rpms does this size turbo begin to spool? and how do turbos act on freeways where the rpms are higher? would this be around the point of the turbo engaging

rpms aren't necessarily higher on the highway (depends on gears).

Spool is based on load, not rpm. You won't get into boost so long as you stay easy on the throttle. Cruising on the freeway out of boost your mileage should be pretty good, around stock or better.

Edlebrock kit has the Garrett GT28R turbo right?

That turbo will probably spool around 3.5K - 4K, you may have some small issues with it spooling on the freeway but not if you're just cruising. Normally just going up hills in 5th gear at about half throttle my turbo will start to spool up a bit.
