They aren't bad motors in themselves. But they are pewp to boost. There have been FULLY built d17's with sleeves, rods, pistons, cam, 3" exhuaust, top mount, larger turbo etc. That barely make 400whp. A fully built d16z6 or similar have made 700. Of course there are ignition components and many other things that go into it

Eh, depends. Most people will say B series.
It's all subjective. It depends on your goals and your budget.
D series = easier to work on, cheaper parts, easier to find parts, less expensive, car usually already has it (meaning you don't have to swap one in), cheap to turbo, can make decent power
B series = slightly harder to work on, more expensive parts, parts are sometimes easy to find and sometimes hard to find, more expensive, usually requires swapping, capable of more power than the D series (in general).
Not all B series are the same and not all D series are the same. You have to take that into account. There is a big difference between a B18C (ITR) engine and a B16. Also, there is a big difference between a D16Z6 and a D15B8, for example.
