eg.
Like i nominate john doe could i also pick jane doe?

thats not really really in the rules.

also u know there are more people than just the usally people u look at every day also just some of us dont really have that much time to get on and be on here active as much as we would like to. and no im not trying to say pick me.

 

One nomination and one second per person per month i.e. no saying "I want to nominate X and Y and Z!"
and about being active its in the rules: to be active, it means you must have at least 5 posts in the month in question, and the month before
