If you are gonna lower the car than 15s will look the best.
If you are going to stay stock height than 16s will look the best.

If you have a tiny ***** and need big rims on your HONDA CIVIC to make it feel bigger than you will look like an idiot doing it.

Agreed. My experience is probably somewhat influenced by not having power steering but I miss the comfort of my 14s. Anything above a 15 or 16 looks awkward on a civic tho so regardless of the comfort factor I wouldnt get anything too big.

 

Furthermore, if you want all rim and barely any tire, ride a bike.
