#2 what are the best 17in tires for under $70 each

2) not gonna get a real good tire for 70 bucks.

1) yes (if you lower, you might run into rubbing issues depending on wheel offset)
2) Cooper Zeon ZPTs are pretty good ($69.xx each for 205/40-17's)
3) absolutely
