Brake/Steering wheel vibration-other issues
 
Folks,
My brother-in-law replaced the brakes on my 96 Civic CX back before I purchased it from him over the summer. When braking, I notice a slight vibration or shudder in the brakes that I can feel in the steering wheel. There is no pulling to any direction, just the vibration. He seems to think that since the car sat for awhile, that the brakes or lines may have gotten rusty or gunked up.

Also, the Check Engine Light is on. I believe an 02 sensor was replaced but he wasn't able to get the idiot light to turn off. The battery light flashes periodically and with no set pattern, but there are no issues in the electronics, brother-in-law believes it's a bad ground.

Final issue, both headlights work fine, but when I hit the high beams, one light gets brighter, the other goes out completely.

I have the car tagged Historic right now so it's a rolling project.

Any help or suggestions would be appreciated!

I am trying to do most, if not all, the work myself, but I am a rookie, so it'll def be a learning experience!!
