change the e-brake

since i just figured out there is yet another thing wrong with my car,the ebrake doesnt work unless im parked, what do you guys think is the problem and how can i fix it?

Why would you need the E-brake unless you were parked?

Possibly your adjusters are off and the brakes need to be tightened? Or maybe your pads are worn out?
