throw the bumpstops away if being low is all that matters...

If you care about ride quality I would upgrade your shocks. Sometimes your fronts will reach the point where you cant go lower without the UCA hitting the shock tower. Some people cut a hole for them to come through to get as low as possible but I wouldnt reccomend it. you could take your sleeves out and just ride on a the coilover spring if you don't have the UCA problem. Also, yeah sometimes bumpstops keep you from getting as low as possible.

You know where the front strut sits down into the knuckle on the front suspension? If you take the bolts completely out, you can spread that part a little more, letting you force the strut down an additional fraction of an inch. You can also flip the threaded tubes upside-down letting you thread the spring perch down a little further (I'm not sure if you can do this in the rear or not, it's been a while since I toyed around with Honda suspension).

Or you can just remove the spring perches altogether like MBrent said.

Or you could swap the Godspeeds out for some Ground Controls. My old '94 EX sat on Ground Controls with KYB AGX struts and I was tucking all four corners without doing the two tweaks I mentioned earlier and without having the coilovers adjusted all the way down:

And with the fronts all the way down, no additional tweaks:

(205/40-17 tires, which means 3.228" of sidewall. I'd say a solid 3.1" of that is tucked in this pic )

Oh, and the only use a camber kit has when you're that low is adding additional negative camber. Once you're tucking tire, trying to get the camber more positive (more towards zero) will only ensure your tires and fenders have a territory dispute. I never bothered with camber kits on my old civic (I was running approximately -3.0° camber all around), I just had the toe adjusted to zero.

Well the camber kit woulb to get the wheels to tuck they are +15 which is fairly low, my buddy has a 91 4 door the has the same struts but skunk2 coils and his sits very low, but this is the 2nd set ive tryed i had reactive coils before and there was no difference, i looked at alot of pics of crx's and only seen a few that sat as low as i want. I the front is ok i would like it lower but i could live with it, but the back is just to high. Is there something about the crx's suspension that makes it harder to get "slammed". It seems that every other honda will sit on the ground no matter what.lol

but thanks for the info ill def try all of it.
