KYB struts

I just bought a set of KYB struts fro my car and it was previously used. the old owner claimed they were used for a 1000 miles and they still look really good. but when i push the struts all the ways down it's really slow to come back up. this happens on all 4 struts. I thought the rod was supposed to shoot right back up? some people have told me this means it's broken and other tell me that this is suppose to happen. What is the real answer???

I'm almost certain that they should come up slowely. Not too long ago, i changed rear struts on my corolla, and brand new ones that I was putting in did the exact same thing that you're describing. If the strut is bad, it could be pushed in with ease.
