lowering problem

so i put on my rear koni yellows, and H&R springs, but the rear isnt any lower, it even might be a little taller. What could the problem be?
I have a 99 civic ex.
The front is lowered, but the back came out the same as stock.
Does this happen often?

are you talking about the perchs?
if so, it is on the middle perch. Even if I put it on the lowest, it still wouldnt make enough of a difference

im at work right now.
but it is slammed in the front, the tire is tucked a little, and in the back, its high enough where you can see the spring.

this might be silly to ask, but did you put the front springs on the back and the back springs on the front??

I've seen it done before.

is it possible to put front springs on a rear shock vice versa?
I know for a fact the shocks are right.
Im starting to believe that they simply sent me the wrong springs, because either way, the front is supposed to be lower, therefore the smaller springs are on the front.
Is there anything else it could be?

i just checked the part number for one of the rear springs (the only one I could see)
and it is the right spring.
It doesnt make sense if the spring is right, but it didnt get any lower
