If you're going more than .5" lower, it's recommended for the front. For the rear, you can search this site for "the washer trick" for an extremely inexpensive way to change your rear camber.

I'm going to say no. As long as you get an alignment and have the toe set back to spec, you'll be fine. And I'm not just repeating things I've heard; I had my civic sitting on the ground (around a 3" drop) with 3* of negative camber all around. I had no premature tire wear whatsoever.

With stock tires the inside edge wear is not as bad as with wider aftermarket wheels and tires. I have worn the inside edge of my rear tires on all 3 civics I've owned because of being lowered and negative camber, 97 coupe I did the washer/bolt trick to fix, on my 96 4door i left it alone and tore up tires. My 03 Si i have wore the inside edge on the rear with good tread on the outside. I have megan racing coilovers that have front camber plates. I just added a rear camber adjustment to straighten up the back.
