Default Steering loose?? HELP!?

Ok, i have quite a bit of experience with hondas in general, i've swapped motors, changed suspension set-ups, added parts and fixed many. What i don't have is experience dealing with steering issues, I have a 93 civic vx hatch, it had power steering and someone before me took it off, also no a/c. my issue is while driving it feels loose, has a little play in the wheel while moving. I've check tie rods, cv's, and bushings. all looks good.... not sure where else to go with it? any ideas greatly appreciated.

How was the power steering removed? Did they swap in a manual rack or convert to manual properly (click link for explanation of what I mean), or did they just remove the lines without plugging the holes/looping the lines, essentially leaving the inside of the rack exposed to the elements?
