I have a 95 civic stock right now. It has the crappy oem wheels and rims, very ugly. Ill will eventually be getting new tires and rims. How big can i go on a honda, im thinking like 15". I heard 17" will cause issues on a small car like that. I may want to lower the car as well, maybe like a 1" or 1.5, no more than that. Whats a good setup to go with if i lower the car as well.

Let me put it like this... there are three civics within 20 miles of my house rollin' on 19's (all chrome, too [:'(])... I've seen civics with 20's. And you won't have that much of a problem with 17's (I have them ona 94). In all reality, though, I'd recommend 16's; anything bigger than that is too heavy and the ride quality is atrocious (17's are liveable, but they still weigh too much).
