Default Vtec kickin is weak and car doesnt feel right.

I have a b18c1/gsr motor in my 95 civic si hatch and the vtec is kickin in very weak and sometimes it struggles, but i know its not my vtec solenoid because the solenoid is still fairly new. My car does not feel that powerful either. My friend has the exact same thing and i drove his car and there was a huge difference also. On first gear the car doesnt really feel that great either. Can anybody help me with this problem?

have you checked the oil lately is it low because if i remember vtec will not kick in if the oil level is low.

1st, make sure it has oil like larsen said, then make sure its warmed up at least enough to get over the lowest line. then if it still isnt right, im thinking that you are having a problem with the butterfly valves, not the VTEC. if you are stuck on the low-rpm runners, you wont make good power on the high end. honestly, theres so many little things it could be on that, that you might just look into a Skunk2 manifold to delete it. can you hear/feel it switch over at all? even really weak? and at what RPM?
