Mechanical Problems & Technical Chat - Replaced starter, still nothing happening

My daughter's 95 civic dx would not start-all lights, fans, etc. worked fine and we were told by someone that it was the starter. Replaced the starter and the car does the same. When you turn the key, no clicks or any kind of noise. All battery related functions seem to work fine. Any suggestions or anything we might have missed?

when you try and start it does the instument clust lights go off completely
