ECU Tuning & Fuel Management - D15B problems please help

I have a 94 ex coupe with a swap of a D15B Vtec. ecu is a p28 its an auto trans.
I have a problem with the 7200 redline. the engine dumps at 6000. Can somoene who know what to do help me. I am located in the central fl area. I tried all tuneups and still no luck.

love the engine and dont need another swap.

Sounds like its running in limp mode, any CELs or anything?

I had a CEL, replaced the O2 sensor, it went away. some say its cause its an auto. but that makes no difference.
