Suspension, Brakes, Tires & Wheels - E Brake

my e brake has not worked since i got my car and this past weekend i did the rear brakes and i adjusted the adjuster under the center consol and all it really did was give me a shorter throw on my e brake handle... when i did the brakes with the car jaked up the e brake will stop the tire from spinning but it does not put enough pressure against the shoes to stop the car when it is in gear... what do i do?

Fixed it all i did was adjust the brakes tighter to where when jaked up the tire will spin only a little bit and now the e brake workes pretty good
