the cable that the accelarator pedel pulls is stuck it doesnt wanna come back in so it says accelorating

Check at the throttle body to see if it binds or the springs on the throttle body are broken. If the throttle body lever springs back like it should, the cable is likely bad. Also there's a possibility the gas pedal got stuck on a floor mat or something.

If the car is equipped with those features, disconnect the cruise control and automatic transmission cables from the throttle body for that test.

Edit: Ok your picture shows the cable doesn't return even with the gas pedal back up, so it's not the gas pedal.

the lever goes back good, i think its the cable it does not want to recline back to its position

 

The cable slipped off the thing on the throttle body. You need to wrap it back around, counterclockwise. I don't see how that would slip off on its own unless the spring were broken...
