Well some banks are harder to break than others, but expect to pay $300-400 for a quality name cat-back. You can shop around and find someone selling a used one for half that.

is just a cold air intake and an exhaust enough 'mini mods' to see performance? what other single-major thing could i do to see major results? thanks

I buy a lot of used parts so I'm on e-bay a lot, but if you aren't a bargain shopper go to the manufacturer's website or do a few searches on here and poke around to see what you want and then shop around for prices. Check out our sponsor K&N for their short ram applications. AEM has some technology in the pipe but they still use K&N filters.

You will certainly see a gain with a quality intake and an exhaust if you are talking about a cat-back, I wouldn't bother with just a muffler unless you got custom 2.25" mandrel bent pipe from your local muffler shop to go with it (which might actually save you money).

After those two you should go with a header. It's probably the best bet "bang for your buck" bolt-on you can buy (you guys like that alliteration?).

When you get past I/H/E we can talk about intake manifolds and throttle bodies.

Get a turbo, that'll give you some major results. Someone on this forum is selling one (asking $800, but you could probably get it for $600).
