Default Chain timing belts on new civics and service schedules?

A couple of months ago we bought my wife an 08 EX. We had a 98 and I drive an 01 civic, but the 08's motor sounds rougher than either of the older cars. Since this has concerned me, I asked 2 different dealerships where we service the car if there was a problem. Both said the car is ok and one told me that the newer civics had chain timing belts and that why they are louder than the older cars. Anyone else have any experience with this?

Also, every person I have asked about service schedules tells me something different. One said the car will tell you what to service when the oil life gets to 15% or less? Another said nothing except oil until 30/60/100?

Does anyone have any suggestions about good cheap tires for my 01(and where the best place to buy them)?

Any help?
