Have fluid in my inner tie rod boots is that a bad sign?

Default Have fluid in my inner tie rod boots is that a bad sign?

Does the whole assembly need be changed or no? Rack and pin

Power steering I assume. When the leakage gets bad enough, most people replace the whole rack. Make sure to use Honda-compatible fluid to top up the reservoir, many generic fluids will damage the system.
