Default How do I clean the inside of headlight lense?

My girlfriend has a 99 Civic EX. The inside of the headlight lense is all cloudy or fogged up inside, and I wanted to know how to clean it out.

Plus her OEM halogen bulbs are not all that bright. Do bulbs dim over time? My 98 Ford Ranger also has OEM bulbs, and my headlights are far brighter than hers.

Any suggestions?

if it's on the outside use mother's plasticX. that stuff works like magic. for the inside, bake the headlight in the oven and separate the headlight and clean the headlight cover and seal them back up
