Default Adding on Steering Wheel Controls?

I have a 99 Civic EX and am wondering about adding steering wheel controls for my stereo.

I only considered this since my new Exclipse HU has two wire-outs for the factory steering wheel controls. I am guessing this is some form of learning device built into the HU? Anyway, my Civic does not presently have steering wheel controls for the stereo. I was wondering if it's even possible to get an Accord Steering Wheel Control cluster (for example) and add it to the system somehow?

Any thoughts? Thanks.
