headlights will just go out from time to time and then come back by themselves or after switching the highs on or switching the headlights on and off...

i hear there is a device that can be replaced...

First , visually inspect the headlite bulbs and lite bulb sockets for any corrision . Inspect all ground wires for headlites. CHeck the combination light switch / headlight lite switch for loose connection under steering column unplug and reconnect it. Purchase a hayes / chilton repair manual for your 94 civic.
