What could this be? DIal next to headlight

Question What could this be? DIal next to headlight

So I bought a 2002 civic EX coupe about a year ago. Today I was re-arranging the cold air intake for a better fit; for when I install HID headlights. On the driverside, I found a strange little box just sitting there; with wires running to both headlights and grounded to a screw. THe little box is black, has a min-max dial and a little light which doesn't light up. THe box is not mounted to anything. I turned on my car and turned the dial, it doesnt seem to do anything. Any idea what this is?

Are the lights stock or aftermarket? It may have had something to do with a "halo" feature if they are aftermarket.

Looks like a box to control aftermarket headlight halos, or something to do with an alarm system. I am leaning towards the first one at this point.
