Yeah that's just a layer of strokes with the pen tool, and about 100 solid color layers masks or whatever they're called.

and then the water/reflection idea is really good, try that.

How much? We're talkin' a teenager with a minimum wage job here, who probably won't have a career having anything to do remotely with photoshop.

They have some that are like $40 that work great. You don't have to spend a ton on one. Just for instance: HERE

I have used that one, and its more that passable. Its not a high-end model, but unless your doing stuff everyday all day and making money doing it, you don't need to spend hundreds on one.
