07 oem paint
Hummm..paint to be rough in some areas, that doesnt sound good. This guy I no got his car painted a wile ago, if you ran your hand across the car you could feel a couple rough spots, this was because they missed clear coat in some spots. I dont think thats your problem. But I would ask the dealership you bought it from. Its a 07 so It will still have warrinty on everything. Including paint.
Overspray.... you know how they mask everything off with the paper and tape it up. Sometime a thin layer of paint will go through "soak" through i should say. Thus, creating that rough feeling. Yes, the clay bar works the best... however if you dont use it right, it will leave like tons of streaks on your paint, youll have to have those polished off. If your gonna use the clay bar, use some kinda of foamy glass cleaner, thats what we use.

You'll end up scratching your paint with a small rock or pebble or something.
