Default code 16 and 20

I just installed a new fuel pump in 89 civic hatch. It wasn't working, now it is and fuel is getting to the engine area.
It still won't start. I am getting a code 16 and 20. On the code list it says Electrical load detector: deftective circuit or unplugged defective sensor. My problem is that I don't know where the sensor is, and does defective circuit mean the wiring system? I haven't checked any fuses yet, I did reset the ECU and am still getting both codes. I also looked for loose wiring, and couldn't find any. I looked in the archives and couldn't find anything either. Any ideas?
