Default Main Relay clicking like crazy

I have an 89 Honda Civic Hatch with a 92 integra motor swapped in I didn't do the swap. The car has sat all winter and I need it now temporarily. Anywho, went to start it and the main relay that controls the fuel pump and whatnot was clicking like crazy. I can also hear something that sound like the fuel pump is clicking like mad to. I thought the relay was bad. it wasn't. I started tracing wires and found some wires that were going through the firewall for the engine swap and there was no grommet on the hole and the wires rubbed through the insulation. It finally decided to short these wires when I turned the key even though it looks like they have been exposed for some time. I fixed all the wires and the relay still clicks. I am wondering if somehow the ECU got fried because of the short? Please help any suggestions are welcomed.

Does the starter crank the engine when the key is turned to ON(III)?

yeah the starter works but since the relay is freaking out I am not getting any fuel. I am going to actually fix the wires tomorrow night. I just got them to where they are not rubbing but tomorrow I am going to cut and splice the wires back together and put a damn grommet in the hole and go from there.

I agree. Properly repair the wires and then go from there.

fixed the problem, it wasn't the wires but they needed to be fixed. I pulled out the cooling fan sensor earlier in the winter and put it my roommates car right before he left for the army. I took the ground wires off of the thermostat housing and never hooked them back up. Those damn grounds are for the fuel pump relay. that is so stupid but that was it. hooked them up and car fired right up.

Yep, you'll lack spark and fuel without the thermostat ground wire connected because it grounds the ECU.
