From my understanding, JDM motor lack specific emissions controls compared to USDM motors. I could be wrong though.

We can't help you in regards to passing emissions in your state since we do not know where you live It varies state to state.

Depends on what motor is done, what parts are used, and how you drive the car and tuning (again.. depending on what frank build you are referring to)

I am not sure what VA emission standards are like. I would ask around a local forum maybe, or call up a shop possibly.

yes with the jdm motors you will failed automatically... the thing about jdm motor is that even if theyre obd2 they still run as obd1's.. so it will not read the ecu but if you switch the ecu it will throw out codes

Did you contact a local shop about it by chance? Maybe one with an inspection license? Also, do you have emissions testing in VA?

I don't drive my car that often, so I am lucky and get a 5,000 mile exemption emissions sticker each year here in PA. However, I would fail horribly due to my OBD1 ECU, and my jdm H22a swap.
